Removing Tera's PC "Realtime Optimization" settings (S1Option.ini)
Well, this was an interesting discovery. Exploring the file, I found a discovery that will permanently fix the optimizing issue. Especially with some lighting not rendering correctly.

REALTIME_OPTIMIZE=False
Tera's real time optimization setting, it was introduced back in the 32-bit days of Tera (Unsure when since I found Tera in Late 2018)
Setting to 1-2 is broken, lights that were supposed to cast by objects, like in caves and DG's.
Setting it to 3 "works" but after loading into a new area, while the sun's lighting works, objects like fireplaces, static lights will sometimes wont render correctly to the player model, making it look off.
A "workaround" is to go to options, and applying the graphics tab, you will notice lighting from fireplaces appear again, as it should be.
Setting to 4, on the S1Option.ini, will fully disable this. This will prevent Tera from disabling shadows and some lighting when theirs too many NPC's.
Tera's Fail Safe basically.
This will cause players not to load, great if you only want to see certain players, helps with FPS, while keeping the game from not triggering the fail safe.
What is funny is, if you decide to load all the characters manually, like in Barbara, all shadows will fully render. Like how it is supposed to be. As shown in photo.
Note: This will not fix the broken shadows in the outer areas of NPC's Bosses, Players, if you played a DG recently Static Objects that supposed to reflect shadows to models will be broken, it's been an issue since the 64-bit port. Once you notice it, it's hard not to notice it.
CITYWAR_USE_AUTO_OPTIMIZE=False
It is used to enable or disable the auto optimization feature, which automatically adjusts the graphics quality and performance of the game according to the device’s capabilities.
If the setting is set to true, then the auto optimization feature is enabled. If the setting is set to false, then the auto optimization feature is disabled. The default value of the setting is true.
Note: This is the reason shadows disappear when they aren't supposed to.
